The Creator Pack: Urban Promenades for Cities: Skylines II was developed by community creator Feindbold and published by Paradox Interactive. It was released in December 2024 as part of the game’s Creator Pack series, which highlights collaborations with community artists and modders. This pack focuses on providing modern urban design elements that promote pedestrian-friendly environments and contemporary mixed-use developments within the game’s expanding city-building framework.

The DLC introduces a collection of 60 mixed-housing assets that blend residential and commercial uses, featuring ground-floor retail and rooftop terraces for a realistic urban look. It also adds new decorative elements such as expanded sidewalks, tree planters, and public seating to evoke the feel of lively city promenades. In addition, five compact service buildings were included, each representing essential facilities like schools, hospitals, and emergency services, designed with multiple upgrade tiers to suit high-density districts.

Promotion for Urban Promenades was conducted through Paradox Interactive’s official channels, including the game’s news updates, digital storefronts, and social media. The pack was released alongside another Creator Pack, Modern Architecture, as part of a broader update aimed at enhancing the visual and design flexibility of players’ cities. Marketing materials emphasized Feindbold’s collaboration with Paradox and showcased the DLC as an opportunity to create elegant, modern urban neighborhoods that balance beauty and function.

Reception to the Urban Promenades DLC was mixed to negative among players.
