The Creator Pack: Soft Rock Radio DLC for Cities: Skylines II was developed by Colossal Order Ltd. and published by Paradox Interactive. It was released in December 2024. This music-focused add-on sits alongside various other radio-station packs for the game, offering a specific musical atmosphere rather than new buildings, zones or mechanics.

The description of the DLC emphasises a smooth, laid-back rock sound: mellow guitar strums, gentle vocal harmonies, and a relaxed delivery of rock’s energy intended to uplift and energise as players build their cities. The aim is to provide a soothing musical backdrop for urban creation, helping to set a calm but dynamic tone while players manage their city’s development and expansion.

Promotion for the Soft Rock Radio pack was carried out via Paradox Interactive’s standard channels—news posts, storefront announcements and social media updates. It was positioned as part of the “modern city” content wave, grouping it with other recent packs that focused on design and ambiance for cities, and the marketing pointed out how the music could complement other modern-style assets and urban environments in the game. Messaging highlighted how this station would “realise your urban aspirations” and bring a sense of ease and joy to city-building.

Reception to the Soft Rock Radio DLC was notably poor. On the game’s Steam listing the user reviews are heavily negative, with only about 12% of the 64 recorded reviews being positive. Many players expressed disappointment not in the musical style per se but in the value-for-content and perceived lack of substance compared to their expectations: they felt the addition was minimalistic and somewhat redundant given existing music-options, and thus expected more for a paid DLC.
