The Content Creator Pack: University City for Cities: Skylines was developed by Michael "KingLeno" Warren, a prominent member of the Cities: Skylines modding community. Released on May 21, 2019, this downloadable content (DLC) was published by Paradox Interactive. As part of the game's initiative to collaborate with community creators, the University City pack aimed to enhance the game's urban aesthetics by introducing a set of buildings and props inspired by real-world university towns.

This DLC added 36 low-density residential buildings, 32 low-density commercial buildings, and 15 props, including commercial signs and logos, reflecting the student residents in a university neighborhood. The content was designed to provide players with more options to create and customize their cities, offering a "university town" look and feel. The pack was intended to integrate seamlessly with the base game, enhancing the visual diversity of urban environments.

Promotion for the University City DLC was primarily through Paradox Interactive's official channels, including announcements on their website and social media platforms. The DLC was highlighted as part of the game's broader effort to incorporate community-created content, showcasing the collaboration between modders and developers. This approach not only enriched the game but also acknowledged the contributions of the Cities: Skylines community in shaping the game's evolving content.
