The DLC Frostpunk 2: Fractured Utopias was developed and published by 11 bit studios, and was released on 8 December 2025. It is an expansion for Frostpunk 2 and requires the base game to play. Fractured Utopias builds upon the base game’s “Utopia Builder” mode by giving it greater structure, depth, and narrative variety. The DLC introduces eight distinct factions, each with its own ideological “Utopia Tree,” allowing players to pursue specialized laws, buildings, and abilities that shape their city according to the chosen faction’s vision. Each faction comes with a unique hub, faction-specific housing district variants, and a package of unlocks that guide how your society evolves. The expansion also adds over one hundred new narrative events, two premium Tales titled “Doomsayers” and “Plague,” and a brand-new map to explore.

Promotion for the DLC centered on an official announcement by the developer, emphasizing the ideological and systemic overhaul of the Utopia mode.
