Derby HQ Race Heats Up as Two Sites Shortlisted for Great British Railways Base

Two locations in Derby have emerged as the leading contenders to host the future headquarters of Great British Railways, marking a key milestone in plans to reshape the country’s rail industry.

The sites — Becketwell and Midland House — have been selected from an initial shortlist of five options, with both now considered the most viable choices for the national rail body’s base.

Derby was confirmed as the chosen city for the new headquarters in March 2023 following a competitive bidding process. Its longstanding railway heritage, central location and strong presence within the rail sector were all key factors in securing the bid. The city has also been hosting part of the transition effort, with a team already based at John Ellis House since 2024.

The creation of Great British Railways will see responsibilities currently spread across 17 different organisations brought together under a single structure. Until that transition is complete, Network Rail and the DfT Operator — which oversees nationalised train operators — are jointly leading the process.

A final decision on which Derby site will become the permanent headquarters is expected before the end of 2026. Officials say the outcome will be determined by factors including regeneration potential, overall value for money, and wider environmental and social benefits.

Rail Minister Lord Hendy said:

"Derby will be the heart of Great British Railways and with these shortlisted locations, we're one step closer to bringing highly-skilled jobs to a city already brimming with rail industry history and talent. We’re working with local partners and teams around the country to design an organisation that will put passengers front and centre, driving jobs, growth and innovation in the Midlands and beyond."

Jeremy Westlake, Chief Executive for Network Rail, added:

“This is an important step forward on our journey to GBR, and we are excited to be working with longstanding partners in Derby, as we come together to create a centre of excellence which will play a key role in the future of the entire railway industry. Having lived and worked in Derby for 18 years, it is an excellent location for a national transport organisation like Great British Railways, with all its rail heritage and strong industrial base.”

The selection of the final site will play a central role in shaping the future direction of Britain’s rail network, as efforts continue to unify operations under a single organisation.
