Transport for London has confirmed that First Rail London Limited, part of FirstGroup PLC, is set to take over the operation of the London Overground network. The handover from the current operator, Arriva Rail London, is scheduled for Sunday 3 May 2026. The new concession will run for eight years, during which TfL expects a series of improvements to boost reliability, capacity and the overall passenger experience.

Once FRLL assumes control, peak-time capacity on the Mildmay line will be increased, including shuttle trains between Clapham Junction and Shepherd's Bush. The move, expected from May 2026, is intended to speed up travel for passengers during the busiest periods. From December that same year, the Windrush line will see more frequent services, with trains running through its central section up to 18 times per hour, cutting waiting times for users.

A commitment to safety and customer support is expected to shape the new operator’s approach. Plans include upgraded help points, expanded CCTV coverage and improved technology to manage disruption. Digital information screens are to be rolled out across all operator-managed stations, offering live travel updates including connecting bus services. TfL also highlighted a focus on accessibility improvements alongside advocacy organisations to ensure the network remains inclusive.

FRLL will work alongside partners such as Network Rail and Alstom to maintain performance levels and invest in both staff and infrastructure. Targeted upgrades on the Mildmay route form part of long-term aims to cope with rising demand and support the network’s growing popularity.

David Thomas, Head of Concession for London Overground, said:

'London Overground is one of the most popular parts of our transport network, and this new concession puts customers at its heart, helping make the service even better. We're delighted to welcome First Rail London Limited as our preferred new partner and look forward to working together to deliver a range of benefits for everyone who uses the network.'

Graham Sutherland, FirstGroup Chief Executive Officer, added:

'The London Overground has greatly improved connectivity in London, with around four million passengers now using the service every week. We are delighted to have been named as the preferred operator for the service from next May and look forward to welcoming employees who will be joining the Group and to play our part in the success of this vital rail network.'
