Rail Safety and Standards Board Appoints Industry Veteran Chris Burchell as Chair

The Rail Safety and Standards Board (RSSB) has announced that Chris Burchell will become its new Chair from 1 January 2026, bringing three decades of leadership experience across the UK’s rail and energy sectors.

Burchell, currently Managing Director of SSEN Distribution at SSE plc, has a long history in rail, starting as Area Production Manager at Railtrack in the late 1990s. He later held senior roles including Managing Director of Southern Railway and Arriva UK Trains, gaining extensive expertise in operating safety-critical, customer-facing infrastructure.

Commenting on his appointment, Chris Burchell said:

“I’m honoured to take on the role of Chair at RSSB. This is a pivotal moment for our industry as it enters a new phase of change and all the opportunities that brings. We need to embrace it across all aspects of the system —economic, technological, cultural, and operational—to help navigate the sector towards a stronger, resilient future. My focus at RSSB will be on helping the rail industry deliver practical improvements that matter to colleagues and customers: safer, more reliable services that earn trust and support sustainable growth.”

David Jordan, RSSB’s Interim Chair and Senior Non-Executive Director (Rolling Stock Owners), added:

“I’m pleased to hand over to Chris at such an important time for the industry. His experience across rail and energy will bring fresh insight and strong leadership to RSSB.
